Judge George Carroll Community Service: Attorney Mister Phillips
Richmond attorney Mister Phillips serves on the Contra Costa Democratic County Central Committee, representing District 1, which includes El Cerrito, Pinole, Richmond, and San Pablo and the unincorporated areas of East Richmond Heights, El Sobrante, Kensington, Montalvin Manor, North Richmond, and Tara Hills.
He also represents Contra Costa County on the California Democratic State Central Committee, where he is a member of the finance committee and regional director of the African American Caucus.
He has served on the boards of the California Democratic Council, the El Cerrito Democratic Club, the First 5 Contra Costa Children and Families Commission, the NAACP Richmond Branch and the Providence Missionary Baptist Church.
He is a director and past president of the Rotary Club of Pinole. He is a former Consumers Union Fellow and worked as a substitute teacher in the West Contra Costa Unified School District.
Mister Phillips was also a member of U.S. Navy Reserve and AmeriCorps.
His awards include the California Democratic Party Veterans Caucus Democratic Achievement Award, California Legislature Assembly Certificate of Recognition, North Richmond Green Certificate of Appreciation and 7th Congressional District Barack Obama Volunteer Award.
Mister Phillips was inspired to public service by his parents, retired peace officers Tommie and Cynthia Phillips.
Mister Phillips earned his law degree from UC Hastings College of the Law, BA degree in English and political science with honors from San Francisco State University, and Associate of Arts degrees in English, liberal arts, and social science from Solano Community College.
He is a graduate of The Washington Center for Academic Internships and Seminars in Washington, DC.
A fourth generation resident of West Contra Costa, Mister Phillips resides in Montalvin Manor with his wife Angela.
The Black American Political Action Committee’s (BAPAC) 7th Annual “Judge George D. Carroll Community Service Awards Reception and Fundraiser” will be held on Thursday, May 8 from 5:30 – 8:00 p.m at the Craneway Pavillion. Tickets can be purchased at 180 Broadway in Richmond.
